Proctoring Service
The Urbana Public Library (UPL) supports lifelong learning and educational advancement.
This policy establishes guidelines for exam proctoring services and clarifies the library’s
current capacity and limitations.
This policy supports Iowa library accreditation expectations by clearly defining services
offered and setting reasonable boundaries based on staffing and resources.
Availability of Proctoring Services
The Urbana Public Library may provide exam proctoring services on a limited, case-by-
case basis as staffing, space, and operational capacity allow. Proctoring services are not
guaranteed and are subject to approval by the Library Director.
The library reserves the right to determine whether it can meet the requirements of a
specific exam or testing institution.
Conditions for Consideration
If proctoring assistance is considered, the following conditions apply:
• Requests must be made well in advance of the exam date.
• The Library Director must review all proctoring requirements prior to approval.
• The library cannot guarantee compliance with all institutional or testing agency
requirements.
• The library reserves the right to decline any proctoring request.
Exams Not Accepted
The Urbana Public Library may decline to proctor exams that:
• Require continuous one-on-one supervision beyond available staffing
• Require specialized technology, software installation, recording, or monitoring
equipment
• Require collection or handling of testing fees by the library
• Conflict with library hours, operations, staffing, or safety
• Include requirements the library cannot reasonably accommodate
Responsibilities of the Test Taker
If proctoring assistance is approved, the test taker is responsible for:
• Confirming exam requirements with the testing institution
• Ensuring all exam materials, login credentials, and instructions are provided in
advance
• Arriving on time and following all library policies
• Complying with time limits established by the testing institution
Responsibilities of the Library
If proctoring assistance is approved, the library will:
• Provide a quiet, supervised space when available
• Monitor the exam to the extent staffing allows
• Return completed materials as instructed when feasible
The library does not assume responsibility for technical issues, exam validity, or
outcomes.
Fees
The Urbana Public Library does not charge a fee for limited proctoring assistance when
approved.
Liability
The library is not responsible for missed deadlines, technical failures, or exam results.
Authority
The Library Director has final authority to approve or deny all proctoring requests.
Review
This policy will be reviewed periodically by the Library Director and Library Board and
updated as needed.
